Jennifer Harris joined the National Telecommunications and Information Administration (NTIA) in August 2022 as the federal program officer (FPO) for the State of Texas. In this role, Jennifer coordinates partnerships and outreach with the state and local governments, community groups, and other entities with a vested interest on NTIA’s high-speed internet grant programs and policy issues. Jennifer works directly with the Texas Broadband Development Office and the state-level regional, county and municipal associations to ensure comprehensive engagement from all stakeholders in the state on the State’s high-speed internet planning and funding process. Jennifer started her career at the Texas State Capitol in 2005 holding a wide range of jobs in the public sector. Her professional experience includes legislative, public policy, communications, and government affairs work with the Texas Legislature, and policy and communications work for the Florida Department of Education, along with a variety of roles on local and statewide political campaigns. Following her work at the Texas State Capitol and the Florida Department of Education, Jennifer served for three years as the State Program Director for Texas for Connected Nation, a national non-profit organization which has focused on tackling the digital divide for more than 20 years. Appointed in January 2020, Jennifer served as an inaugural member of the Governor’s Broadband Development Council. Governor Abbott re-appointed her to the Council in March 2022 and named her Vice Chair of the Council, a position which she held until joining NTIA. Jennifer earned her Bachelor's degree in Business Administration with a focus in Marketing from the McCombs School of Business at The University of Texas at Austin. She earned her Master's degree in Public Service and Administration from the Bush School of Government and Public Service at Texas A&M University.

Jerome Howard holds a degree in Electrical Engineering from the esteemed Georgia Institute of Technology. Following a successful internship in the Oil & Gas industry as a Security Analyst, he joined the sector full-time in 2011. After spending 7 years in Oil & Gas, Jerome transitioned back to Atlanta, where he assumed the role of Senior Engineer at a prominent Healthcare company. With a rich and varied background in Corporate America, Jerome decided to embark on a journey of serial entrepreneurship and community enrichment. Ashton joined Parks Associates with over 15 years experience in sales, business development, account management and sponsorship sales within the hotel and sports industries. She is now part of the business development team managing event sponsorships and custom marketing services. Ashton graduated from the University of Texas at Arlington with a BA in Business Administration and concentration in Marketing. After working for Four Seasons Resorts for nearly 10 years, Ashton spent the next seven years working with PGA TOUR pro golfers and their corporate sponsors/partners before joining Parks Associates.

Roger has spent 40 years in sales, consulting and business development. He's passionate about giving back and providing mentorship and development of young entrepreneurs. He started his career in home services at the ripe age of 15. His ventures have included early stints in vending, real estate development, construction, and the dairy industry. In 1993, upon completing a successful collegiate five-year athletic commitment, he graduated and assumed a role with Black & Decker (Kwikset) where he was privileged to participate, develop materials for and instruct within their world-renowned sales and marketing program. In 2000, Roger acquired a fledgling food franchise in Southern California and helped to usher in the golden age of frozen yogurt consumption. In 2005 he was introduced to the technology incubator at University of California Irvine and built a practice consulting and coaching low-tech and high-tech start-ups through their early stages of development. He reentered the construction services industry in 2020 following a request by Safe Streets USA, ADT's second largest dealer, to write a plan to deliver the best in smart home technology to the nation's Top 50 builders. Today, that plan has delivered solutions to seven of the nation's Top 10 production builders and sixteen of the Top 30. In addition, he is also bringing high tech security solutions to address job site safety and security with Live View Technologies, Inc. Roger earned his bachelor's degree from Southern Utah University in 1992. He serves his community through mentorship programs and volunteers as a high school football coach.
